You will notice that the basis of the plan rests on the Individual Families reporting to their Block Captains who report to the Emergency Operations Center. There the CERT Team Leaders prioritize the needs of the neighborhood (based on Block Captain Reports) and organize the rescue efforts while the Ward Leaders continue the reporting process to the Stake who reports to the Area Rep, who reports to the Church. The Stake Leaders also report to the City who reports to the State. When done properly it will take only a couple of hours for both the Church and the State to know the status of the area affected. But it all starts with the individual Households and Block Captains. There is a description of the Block Captain Training in the top of the right hand sidebar under Pages. You may have noticed a reference to "marking each house". This is what they look like. Some may choose to use "ribbons" of the appropriate color, however, each ward leader needs to determine which would be the most effective during a full scale disaster.
